Case Summary

Around 29 Chinese men identified as Chinese according to the petition and due to signature (written in Chinese) were detained by Captain James Carroll aboard the "Ancon" steamship. These petitioners were all residents of the United States for five years or more at "Tongas Landing," which is within present-day Southeast Alaska and at the time, was the Territory of Alaska. They then arrived in Port Townsend in Washington Territory, where they were denied entry by US Customs due to provisions and terms of the "Chinese Exclusion Act," which were updated within the same month of their arrival under the Scott Act of 1888. Caroll is the holding party, and is detaining the men, but is doing so due to enforcement of the Chinese Exclusion Act of 1888 by US Customs in Port Townsend. The outcome is unknown.
