Sir:

The Chinese Exclusion Act of Congress approved by the President on the 1st instant prohibits the landing of Chinese laborers who have departed from United States territory. Therefore the landing of all Chinese laborers now on the "Ancon" will not be permitted at this port, or any other port of this district
